Acquired a defective CD 104

Acquired a defective CD 104 ; the previous owner had started a revision, but it became defective during the work. I Helped via email and forum without success . The laser is not emitting any light. Lets have a closer look. I’m not happy with these very high size capacitors, the 1500µf will probably touch the tracks of the open/close PCB

Why 50-volt electrolytic capacitors?
