CD 104 Tracking problems

A CD 104 that’s lost track. I see the player has already been serviced.
I just put in a working servo board, and that helps immediately. The player runs fine, so the problem is with the original serviced servoboard.

just looked at the 650 Hz Wobble, it is present, but at point 51 of the phase detector something is oscillating

Followed the oscillating signal back to the LM324 ,

Capicitor 2250 to Pin 13 has a broken trace,  removed solder to see it clearly

After connecting C2250 to pin 13 , it looks much better , and is playing and tracking fine.
